NEWARK, Del. - Several changes in natural gas rates went into effect on November 1, 2013, resulting in an overall monthly bill decrease of $2.85 or about 2.0 percent for residential gas customers who use 120 CCF of natural gas per month during the heating season.
The Gas Cost Rate will be lower, resulting in an overall monthly bill decrease of $8.23 for residential gas customers who use 120 CCF of natural gas per month during the heating season. While wholesale prices haveincreased slightly, supply costs other than the commodity costs are lower therefore resulting in the decrease. Delmarva Power does not profit from customer supply rates.
Additionally, a change in Environmental Surcharge Rider will result in an overall monthly bill increase of $0.05 for residential customers who use 120 CCF of natural gas per month during the heating season.
The Delaware Public Service Commission's final approval of the delivery rates was lower than the interim rates implemented on July 7, 2013. The difference between the rates implemented and rates approved will be refunded to you, with interest, in the coming months. Delivery rates will increase by $5.34 for residential gas customers who use 120 CCF of natural gas during the heating season to help pay for the investments that are necessary to continue to maintain safe and reliable service and provide enhanced customer service technology.
Finally, as part of the natural gas delivery rate settlement, the Public Service Commission approved a new charge. The Utility Facility Relocation Charge (UFRC) will allow Delmarva Power to recover the cost of relocating existing facilities required by Department of Transportation or other government agency projects. At this time, there is no cost for the UFRC. When there is a change to the UFRC, customers will be notified with a message on their bill.
