Maryland’s Weatherization Assistance Program (WAP) provides home weatherization services such as weather stripping, caulking, plastic window covering, etc. for income-eligible customers to help make your home or apartment more fuel-efficient and comfortable at no cost.
The Federal Trade Commission (FTC) has consumer information about the installation of solar arrays. The FTC’s article, Solar Power for Your Home may be useful. Note in the conclusion it states “If you think a company’s product doesn’t live up to the advertising, you can file a complaint with the FTC and your state consumer protection agency.” For Maryland, that agency is The Consumer Protection Division of the Office of the Maryland Attorney General.
