Velazquez serves on the boards of several educational and community organizations in the greater Washington, DC area where Pepco Holdings is based. J. Tyler Anthony is the senior vice president and Chief Operating Officer for Pepco Holdings, the parent company of Pepco, an electric utility serving Washington, D.C., and suburban Maryland; Delmarva Power, an electric and gas utility serving Delaware and portions of the Delmarva Peninsula; and Atlantic City Electric, an electric utility serving southern New Jersey. Anthony has more than 30 years of utility operations experience, including electric distribution, transmission operations, nuclear generation, project management, customer service, and labor relations. Prior to joining Pepco Holdings, Anthony served as the senior vice president of Distribution Operations and vice president of Transmission and Substation for ComEd in northern Illinois. Anthony also served as vice president of Projects for Exelon Nuclear, executing large projects across Exelon's nuclear fleet.
Anthony currently serves on the boards of several civic and nonprofit organizations including the Washington, D.C. Police Foundation, the Strathmore Hall Foundation, Inc., and the Southeastern Electric Exchange, a nonprofit, non-political trade association of investor-owned electric utility companies.

Gary Stockbridge, Atlantic City Electric and Delmarva Power region president, is responsible for engaging in stakeholder relations with state and local officials, community leaders, and business, consumer, and nonprofit organizations within the companies' service areas. In that capacity, he plays a critical role in shaping policy and managing issues to deliver value to customers and key stakeholders. Stockbridge has 35 years of utility experience. He worked in Philadelphia for PECO Energy for almost 15 years before moving to Delmarva Power in 1997 to run the competitive retail energy business, selling electricity and natural gas to customers in the northeastern United States. In 2000, he was promoted to vice president, Customer Care, in the regulated utility and remained in that position until 2005, when he was named region president of Delmarva Power. In 2018, his role was expanded to include Atlantic City Electric.
Stockbridge serves as the board president for the Workforce Investment Board in Delaware; is a board member for the State Chamber of Commerce; and is chairman of the board of the Vision Coalition supporting education reform in Delaware. He also serves as a board member for the New Jersey State Chamber of Commerce and board member of the New Jersey Utilities Association. He is a member of the executive board for the Delaware Business Roundtable, and member of the REACH Riverside Board.
Stockbridge holds an undergraduate degree in Engineering and a Master of Business Administration in Finance from Drexel University in Philadelphia and sits on Drexel's Energy and Environment advisory board.
Senior Vice President, CFO and Treasurer
Phil Barnett is the senior vice president, chief financial officer and treasurer of Pepco Holdings, the parent company of Pepco, an electric utility serving Washington, D.C., and suburban Maryland; Delmarva Power, an electric and gas utility serving Delaware and portions of the Delmarva Peninsula; and Atlantic City Electric, an electric utility serving southern New Jersey. Barnett is responsible for the financial planning and analysis, operational finance, accounting, treasury, and risk management functions for Pepco Holdings. Prior to joining Pepco Holdings in 2018, Barnett served as senior vice president, chief financial officer and treasurer of PECO in Philadelphia, Pa., another Exelon subsidiary. Before joining Exelon, Barnett was with GE Capital. In 11 years at GE Capital, he rose to chief financial officer of three of GE Capital's business operations . He started his career at Arthur Andersen where he was an auditor for two years.

Before joining Pepco Holdings, Stark practiced law at FirstEnergy Service Company where she was an associate general counsel. In that role, she was responsible for the state regulatory section within the legal department which represented the ten regulated utilities and the competitive affiliate before state regulatory commissions in multiple jurisdictions. Prior to joining FirstEnergy, Stark was an associate at Baker & Hostetler LLP and at Calfee, Halter & Griswold LLP, both in Cleveland, Ohio. At both firms, her practice focused on labor and employment law.

Bell-Izzard was formerly the business lead for Exelon Utilities' customer information systems transformation project, including the upgrade of BGE's customer care & billing system and the implementation of a customer engagement platform for BGE, ComEd, and PECO. Prior to that, she spent 22 years with BGE in various leadership roles, including director of Customer Care, director of Business Transformation, manager of Customer Projects and Systems Support, director of Customer Relations Initiatives, and supervisor of Applications Development.
Bell-Izzard is a member of the board of directors of the Better Business Bureau of Metropolitan Washington DC and Eastern Pennsylvania. She is also the former chairperson of Leadership Baltimore County's Board of Directors (class of 2015). McGowan joined the company in 1998 as Vice President and Treasurer of Potomac Capital Investments. In 2002, he was elected Senior Vice President and Chief Financial Officer of Potomac Capital Investments. During 2004, he transferred to the Power Delivery Group and eventually Pepco Holdings, Inc. where he managed various financial positions including Strategic Planning, Financial Planning, Treasury and Corporate Risk. As vice president of Projects and Contracts, Miguel Ortega is responsible for managing significant capital expenditure projects and programs typically over $500,000 and make up more than $800M of Pepco Holdings' growing capital portfolio. In addition, his group manages the large maintenance prgrams targeted to improving the material condition and system performance of Pepco Holdings' electric and gas systems.. Ortega has been in the energy industry for more than 37 years. He previously served as vice president of Technical Services for Pepco Holdings, and has also held several leadership roles at ComEd, an Exelon utility in Illionois,including positions in Generation, Operations and External Affairs. His tenure included the successful implementation of new technology that external stakeholders could use to map and manage customer issues. He also lead efforts to significantly improve material condition and operational performance of the electric system, including leadership roles in testing, engineering, operations, construction, maintenance and generation.

As vice president of Electric and Gas Operations, Bill Sullivan is responsible for the overall management of Pepco Holdings' electric system assets. Based in Washington, D.C., Pepco Holdings is the parent company of Pepco, an electric utility serving Washington, D.C., and suburban Maryland; Delmarva Power, an electric and gas utility serving Delaware and portions of the Delmarva Peninsula; and Atlantic City Electric, an electric utility serving southern New Jersey. Sullivan oversees the company's system performance, including distribution capacity planning, reliability and maintenance programs, smart grid and innovation, vegetation management and investment strategy for all regions, covering more than 8,800 square miles of territory. Sullivan previously served as vice president of Gas and Electric Operations for Pepco Holdings. He has also held various leadership roles with PECO, Pennsylvania's largest electric and natural gas utility, and Exelon Utilities, including director of Utility Performance and Integration. Sullivan began his career in 1987 as a project engineer and advanced through numerous management positions in engineering, customer service, field services, meter services, accounts receivable, and electric operations.

Samuel Williams is the vice president of Support Services for Pepco Holdings, the parent company of Pepco, an electric utility serving Washington, D.C., and suburban Maryland; Delmarva Power, an electric and gas utility serving Delaware and portions of the Delmarva Peninsula; and Atlantic City Electric, an electric utility serving southern New Jersey. Williams oversees the company’s Safety, Environmental, Training, Real Estate, Fleet, and Security business areas. Among other initiatives, he is responsible for managing programs and policies that oversee public and company stakeholder safety, as well as human performance. Pepco Holdings is a subsidiary of Exelon Corporation, one of the nation’s leading energy services companies. Williams has over 25 years of experience in the energy industry. He began his career in 1994 at Baltimore Gas & Electric (BGE) in the Gas organization before progressing through numerous leadership roles within the Electric Operations, Gas, Customer, and Support Services organizations. Prior to joining Pepco Holdings in February 2020, Williams served as director of Electric Operations at BGE.
Williams’ leadership extends beyond the business and well into the community. He is currently a member of the Community College of Baltimore Foundation board. Williams has served on the board for the Conflict Resolution of Baltimore County and is an active member of the nonprofit “Hundred for One Hundred,” which feeds homeless and less fortunate members of the community on a monthly basis.
Williams earned his Bachelor of Science in Applied Information Technology at the University of Baltimore and his Master of Business Administration at Loyola University of Maryland. David L. Vosvick II is the vice president of Human Resources for Pepco Holdings and Exelon Utilities. Pepco Holdings the parent company of Pepco, an electric utility serving Washington, D.C., and suburban Maryland; Delmarva Power, an electric and gas utility serving Delaware and portions of the Delmarva Peninsula; and Atlantic City Electric, an electric utility serving southern New Jersey. Vosvick is responsible for all of the company's human resources and occupational health services activities for the utilities operating in all service areas. Prior to being named vice president of Human Resources in 2017, Vosvick served as vice president of Human Resources for BGE. He also previously served as vice president of Talent Management, Learning and Organizational Development for Constellation Energy. Vosvick joined Constellation Energy in 2005 as an executive in Corporate HR and Strategic Staffing. He has more than 27 years of HR experience and spent numerous years prior to joining Constellation in executive leadership positions. As a senior vice president for MBNA America Bank in Texas, Maryland, and Delaware, Vosvick successfully oversaw strategic human resource initiatives, both as a regional executive and at the corporate headquarters.
Vosvick serves on the boards of several educational and community organizations in Maryland. He is a board member for Maryland Corporate Council, Central Maryland Meals on Wheels, and is a member of the St. Joseph Medical Center Foundation Board. He formerly served on the board of the United Way of Central Maryland and remains active with the organization through annual United Way campaign.

Lindner has 22 years of experience in the electric industry and over 25 years of experience as an attorney. Prior to joining Pepco Holdings in 2018, Lindner served as director of Government and Regulatory Affairs for Exelon in the Mid-Atlantic, representing Exelon at regulatory agencies and before the legislature. She has also served as vice president of Energy Policy for Constellation, and commission advisor to the Maryland Public Service Commission. Prior to that, Lindner worked as a lawyer for the Constellation business. Her experience also includes transactional and securities law.
Lindner serves as vice-chair on Maryland’s Climate Change Commission and is a commissioner on the Maryland Strategic Energy Investment Fund Advisory Board.
She holds a Juris Doctor degree from Duke University School of Law and a bachelor’s in Business Administration from the University of Notre Dame.
Chief Information Officer
Jim Calabrese is the Chief Information Officer for Pepco Holdings, the parent company of Pepco, an electric utility serving Washington, D.C., and suburban Maryland; Delmarva Power, an electric and gas utility serving Delaware and portions of the Delmarva Peninsula; and Atlantic City Electric, an electric utility serving southern New Jersey. Pepco Holdings is a subsidiary of Exelon Corporation, one of the nation’s leading energy services companies.
In his role, Calabrese oversees all IT operations, services, and projects enabling Pepco Holdings. He also leads work and asset management functions for all Exelon utilities including BGE, ComEd, PECO, and Pepco Holdings. His responsibilities include IT services for enterprise asset management (EAM), mobile dispatch, support services platforms, Geographic Information Systems (GIS), and NERC CIP compliance operations.
As a 28-year veteran of the energy industry, Calabrese has held a variety of IT leadership positions at Exelon and has been responsible for commercial applications and projects, strategic planning, merger and acquisitions, infrastructure operations, organizational transformation, process management, and large utility project delivery. He has worked in Exelon’s commercial, generation, utilities, and corporate functions.
Calabrese serves on the board for Year Up National Capital Region, a not-for-profit focused on providing one-year, intensive training and internships for low-income young adults ages 18-24. He formerly served on the board of the Economic Alliance of Greater Baltimore, a not-for-profit economic developmental organization focused on developing Baltimore's information technology industry.
Cooper Calabrese received a bachelor's degree in Mathematics from Purdue University.
