Maryland Utilities Issue Requests for Proposals For Capacity Resources

BALTIMORE – January 16, 2009 – The Potomac Edison Company d/b/a Allegheny Power (AP), Baltimore Gas and Electric Company (BGE), Delmarva Power & Light Company (Delmarva), and Potomac Electric Power Company (Pepco) have issued Requests for Proposals (RFPs) to procure Capacity Resources, in their respective Maryland service territories, that meet the requirements of PJM’s Emergency Load Response Program, as directed by the Maryland Public Service Commission through Order No. 82404 in Case No. 9149, for the power planning years 2011 – 2016. 
The common RFPs, and associated Capacity Resource contract, are being issued for Capacity Resources from Demand Resources and Interruptible Load for Reliability (ILR) Resources located in the utilities’ service territories.  Bidders may submit proposals to commit Capacity Resources for an initial period of up to five years beginning June 1, 2011 and ending May 31, 2016, and for a two-year extension period (June 1, 2016 – May 31, 2018).  The amount of Capacity Resources that the Utility selects will be determined by the Maryland Public Service Commission.   
The utilities will concurrently conduct their bidding processes under uniform rules and timetables.  A joint-utility pre-bid conference call will be held on Wednesday, January 21, 2009, at 1:00 p.m. EST.  The conference call will review the general RFP structure and process, the Capacity Resource contract, and allow time for questions and clarifications.  Eligibility documents will be due from suppliers on January 23.  Proposals from suppliers affiliated with a Maryland utility will be due on January 29, and proposals from suppliers not affiliated with a Maryland utility will be due on January 30.  Further details regarding the procurement schedule can be found in the RFP documents.
